Prohibits the surface application of brine from oil and gas wells on any road or highway in Ohio, making it illegal for any person to apply brine to road surfaces

Repeals Ohio Revised Code section 1509.226, which previously authorized the use of oil and gas well brine for road spreading purposes such as dust control and ice treatment

Bars the Chief of the Division of Oil and Gas Resources Management from adopting any rules that would authorize surface application of brine to roads or highways

Civil penalties for violating the prohibition range from $2,500 to $10,000 per violation; criminal penalties include fines up to $10,000 and/or 6 months imprisonment for first offense, with enhanced penalties for subsequent offenses

Amends multiple sections of Ohio Revised Code (1509.03, 1509.22, 1509.222, 1509.223, 1509.224, 1509.33, and 1509.99) to remove references to the now-repealed road spreading authorization
