Establishes a 20-member Statewide Youth Council within the Office of the Governor to advise on legislation and issues affecting youth in Ohio

Members must be Ohio residents attending school in the state, ages 14-18, appointed by the governor with terms of two school years; appointments made by July 1 each year

Council must submit annual policy recommendations to the governor and General Assembly by March 1 and may participate in legislative lobbying and public engagement

Council meets at least twice monthly, chaired by a nonvoting governor's office employee; meetings may be held via video conference as a public body

Members receive no compensation but may be reimbursed for pre-approved expenses
