Creates a new "1905 Wright Flyer III" specialty license plate in Ohio, with design elements selected by the Ohio History Connection and approved by the registrar of motor vehicles

Requires a $25 contribution for each plate application and renewal, deposited into the license plate contribution fund, plus a $10 administrative fee

Directs all contributions from the plate to the Ohio War Orphans and Severely Disabled Veterans' Children Scholarship Donation Fund held by the state treasurer

Amends section 5910.07 to add license plate contributions as a funding source for the war orphans and severely disabled veterans' children scholarship program

Amends sections 4501.21 and 5910.07 and enacts new section 4503.4913 of the Ohio Revised Code
