Requires the Bureau of Workers' Compensation Administrator to establish a drug-free workplace program within 180 days, offering premium discounts of 5% for comparable programs, 10% for basic level participation, and 15% for advanced level participation

Mandates contractors and subcontractors on state public improvement contracts be enrolled in and maintain good standing in the BWC drug-free workplace program or an approved comparable program before providing labor

Establishes drug and alcohol testing requirements including pre-employment testing within 30 days after probationary period ends, random testing of at least 10% of employees on public improvement contracts, post-accident testing, and reasonable suspicion testing

Requires annual training for all employees (minimum one hour on substance use awareness) and supervisors (two hours on skill-building to document behavior and intervene when reasonable suspicion exists)

Directs the Administrator to submit an annual report to the General Assembly by June 1 detailing program participation numbers, positive drug test data by substance type, and administrative expenses
