Amends Ohio Revised Code section 121.221 to allow a public body to adopt a policy permitting an active duty military service member who serves on that public body to attend meetings and hearings virtually via video conference or similar electronic technology while deployed outside the public body's jurisdiction

Creates an exception to existing restrictions that generally prohibit virtual attendance for members of public bodies that are elected, compensated, or dealing with major expenditures, tax issues, or significant hiring decisions

Defines "active duty service member" as any member of the U.S. armed forces performing active duty under Title 10 of the United States Code

Requires the public body itself to adopt the policy specifying the conditions under which the deployed service member may participate virtually, leaving implementation discretion to individual public bodies
