Authorizes health care and behavioral health professionals to screen women for behavioral health disorders during the perinatal period (from pregnancy through one year postpartum), with patient consent, during perinatal or pediatric care visits

Requires professionals to offer referrals to specialized perinatal behavioral health services or state-designated programs when screenings indicate potential risk, and to notify emergency personnel if immediate harm risk is identified

Directs the Department of Behavioral Health to designate specialized perinatal behavioral health programs as statewide referral resources, providing peer support, care navigation, and other services

Permits health benefit plans to cover these behavioral health screenings, while allowing insurers to impose cost-sharing requirements

Appropriates $2 million for fiscal year 2026 and $2 million for fiscal year 2027 from the General Revenue Fund for the Perinatal Behavioral Health program
