Expands Ohio's aggravated menacing law (Section 2903.21) to specifically protect utility workers, cable operator workers, and broadband workers from threats made with deadly weapons while they perform their duties

Creates a new offense when someone threatens these workers with a deadly weapon with intent to obstruct utility, cable, or broadband service operations, and the offender knows or should know the worker's profession

First-time violations involving utility/cable/broadband workers constitute a first-degree misdemeanor; repeat offenders face a fifth-degree felony

Defines covered utilities broadly to include gas, electric, steam, water, sewage, storm water, transportation, and communications services, whether publicly or privately owned

Applies protections to employees, contractors, and agents of utility companies, cable operators, and broadband service providers
