Expands Ohio's violent offender database to include individuals convicted of second-degree felony violations of section 2903.18 (domestic violence) in addition to existing covered offenses like aggravated murder, murder, voluntary manslaughter, and kidnapping

Requires the Bureau of Criminal Identification and Investigation to establish a publicly available online database containing violent offender information, similar to the existing sex offender registry created under section 2950.13

Mandates that sheriffs enter violent offender database information into the Law Enforcement Automated Data System (LEADS), with a prominent flag displaying when officers access a registered violent offender's information page

Maintains the existing 10-year enrollment period for violent offenders with duties to enroll, re-enroll annually, and report address changes within 3 business days

Protects certain information from public disclosure including social security numbers and driver's license numbers, while allowing offenders to petition courts to restrict public access if they fear for their safety
