Creates a new "Blackout" license plate option for passenger cars, noncommercial motor vehicles, recreational vehicles, and other approved vehicle classes in Ohio

Blackout plates feature a black background with white letters/numbers and will not display the "BIRTHPLACE OF AVIATION" slogan or county identification stickers

Requires a $20 blackout license plate fee plus a $10 administrative fee, in addition to standard registration taxes and fees

All collected fees ($20 plate fee and $10 administrative fee) are deposited into the public safety - highway purposes fund

Applicants may combine the blackout plate request with a special reserved license plate application
