Expands optometrists' scope of practice to include specific invasive procedures: non-intravenous/non-intraocular injections, incision and curettage of chalazions, removal and biopsy of low-risk skin lesions, excision/drainage of conjunctival cysts, non-corneal/scleral suturing, and laser surgeries (capsulotomy, trabeculoplasty, peripheral iridotomy)

Requires at least 32 hours of training for laser surgery procedures, with the State Vision Professionals Board establishing training requirements and infection control standards for all newly authorized procedures

Eliminates the separate "topical ocular pharmaceutical agent" category and streamlines drug prescribing authority, allowing optometrists to personally furnish therapeutic pharmaceutical agents to patients

Consolidates optometry licensure into a single "certificate of licensure to practice optometry," repealing section 4725.131 which had created separate limited certificates

Expands the types of drug delivery devices optometrists may use to include contact lenses, punctal plugs, ocular inserts, and other medical devices approved by the board
