Victims of theft or fraud committed during a declared state of emergency may recover treble (triple) damages in civil court, rather than standard full damages

Applies to emergencies declared by the president, governor, or chief elected official of a political subdivision, and the crime must occur within the stated time period and location of the emergency

Victims remain eligible for additional recovery including costs of maintaining the civil action, attorney's fees, and punitive or exemplary damages where otherwise authorized

Amends Ohio Revised Code Section 2307.60, which governs civil remedies for victims of criminal acts
