Amends Ohio Revised Code section 163.01 to add recreational trails to the list of purposes that do not qualify as "public use" for eminent domain purposes

Prohibits government agencies from using eminent domain powers to take private property for trails used for hiking, bicycling, horseback riding, ski touring, canoeing, or other nonmotorized recreational travel

Expands existing restrictions that already exclude takings for private commercial enterprises, economic development, or solely increasing public revenue from the definition of "public use"
