Director of Budget and Management must establish a centralized reporting system within one year to track public money distributed through grants, loans, economic development programs, workforce development programs, and public assistance programs

Nongovernmental recipients of state grants, loans, loan guarantees, or contracts under covered programs must submit annual reports by February 1 detailing expenditures by vendor, direct public benefits, indirect costs, project progress, and compliance status

State agencies must inform recipients of reporting requirements and provide the Director with recipient contact information, funding amounts, and project details

Recipients must allow state agencies access to their facilities during normal business hours for compliance reviews

Knowingly failing to file a required report is a minor misdemeanor; knowingly providing false information results in a $150 fine for the first offense and $1,000 for subsequent offenses
