Requires hospitals to adhere to staffing plans at least 80% of the time per quarter (60% during public health emergencies up to 90 days), with quarterly compliance reports filed with the Department of Health and made publicly available

Authorizes the Department of Health to audit non-compliant hospitals and assess fines equal to five times the average hourly wage for each understaffed hour, with proceeds deposited to the nurse education grant program fund

Establishes workers' compensation premium discounts through the Bureau of Workers' Compensation for hospitals that meet staffing plan compliance thresholds
