Requires the Attorney General to establish a statewide camera footage registry system where citizens can voluntarily submit footage that may depict crimes, which can then be shared with law enforcement agencies upon request

Imposes requirements on gaming platform providers to verify user age categories, require minor accounts to be affiliated with parent accounts, and obtain verifiable parental consent before minors can download, purchase, or make in-game purchases in video games

Mandates public schools (including community schools, STEM schools, and college-preparatory boarding schools) to provide annual, developmentally appropriate grooming awareness and prevention instruction covering recognition of grooming behaviors, online warning signs, and how to respond to exploitation attempts

Creates a statewide "pink alert" emergency program to aid in locating missing individuals when credible risk factors exist, including evidence of online grooming, trafficking indicators, or threats of serious harm, with annual reporting requirements to the Governor and General Assembly

Requires the Attorney General to develop digital crime enforcement parameters to assist local law enforcement in obtaining warrants for digitally stored information
