Prohibits Ohio government entities from recognizing or enforcing foreign laws, rules, or regulations that do not provide equivalent rights guaranteed under the U.S. Constitution, Ohio Constitution, or Ohio common law

Bars enforcement of religious laws, customs, or practices incompatible with constitutional protections, including those permitting prejudicial treatment based on gender, race, religion, ethnicity, social class, or caste

Specifically prohibits recognition of foreign or religious laws that permit plural marriages, forced marriages, marriages of convenience, or contracts for sexual services

Prohibits enforcement of laws permitting violence against women and children, politically or religiously motivated violence, cruel and unusual punishments (amputation, lashing, stoning, branding), female genital mutilation, or human sacrifice

Defines "government entity" broadly to include state agencies, public institutions, political subdivisions, and any entity established by Ohio law for governmental functions
