Requires Public Utilities Commission of Ohio (PUCO) approval before data centers with monthly maximum demand exceeding 25,000 kilowatt hours can apply for interconnection to the electrical grid

Mandates an independent forecast examining the data center's impact on utility rates, grid resiliency, resource adequacy, transmission constraints, outage risks, and projected demand versus capacity over 5-year and 10-year periods

Forecast must be completed within 270 days (with possible 90-day extension), and the full cost must be paid by the data center applicant

PUCO must approve, deny, or conditionally approve applications within 60 days of receiving the forecast, based on whether interconnection is in the public interest and would not materially degrade grid reliability or increase residential rates

Data center owners must bear the entire cost of any infrastructure changes needed to facilitate grid interconnection and ensure post-connection reliability
