Defines "portable solar generation device" as a moveable photovoltaic device with maximum 1,200 watts output that connects through a standard 120-volt outlet and is UL-certified or equivalent

Exempts portable solar devices from all interconnection requirements and agreements with electric utilities under Ohio's electric service laws

Prohibits electric utilities from requiring customers to obtain approval before installing portable solar devices, pay any fees for the device or feeding electricity back to the grid, or install additional controls beyond the device's integrated equipment

Requires the Public Utilities Commission of Ohio to adopt rules implementing these portable solar device provisions

Explicitly excludes portable solar generation devices from the definition of "net metering system" under existing law
