Amends Ohio Revised Code section 3721.04 to prohibit nursing homes from counting nondirect care duties toward the required minimum daily average of 2.5 hours of direct care per resident

Excludes the following activities from direct care hour calculations: staff scheduling, staff training, staff meetings unrelated to patient care, billing and billing-related issues, regulatory and administrative activities unrelated to patient care (such as licensure renewal and complaint investigations), and facility maintenance tasks including food preparation, laundry, and housekeeping

Applies to hours worked by directors of nursing, assistant directors of nursing, registered nurses, licensed practical nurses, and nurse aides
