Creates new criminal offenses for creating, recording, or publishing obscene material depicting sexual conduct with an animal (second-degree misdemeanor) and for possessing such material (third-degree misdemeanor)

Expands child sexual exploitation laws to cover AI-generated depictions of minors, treating artificially generated images of children in sexual content the same as images of actual minors

Increases penalties for possession of child sexual abuse material (CSAM) when the material depicts violence or involves victims under age 13, imposing mandatory prison terms of 9-36 months for third-degree felonies and 6-18 months for fourth-degree felonies

Adds a mandatory 5-year prison term enhancement when an offender possesses 100 or more images of CSAM, with a single video counting as 75 images

Expands unlawful sexual conduct with a minor to cover victims aged 16-17 who are four or more years younger than the offender (currently only covers victims under 16), making it a first-degree misdemeanor or escalating to felony charges based on age difference and prior convictions
