Requires the Ohio Auditor of State to conduct biennial audits of JobsOhio and its subsidiaries, including employee salary data, total employee count, and number of employees earning at least four times the state's median per capita income

Authorizes the Controlling Board to withhold funds from JobsOhio by two-thirds vote if the organization fails to comply with transparency and audit requirements

Mandates JobsOhio annually disclose on its website all corporate sponsorships and media partnerships, including dollar amounts, approving officials, conflict of interest checks, and any public employee involvement

Requires JobsOhio's chief investment officer to testify annually before House and Senate finance committees beginning in 2026, providing written summaries of funded projects, funding amounts, and project locations by county

Prohibits extensions of the state's enterprise acquisition project transfer agreement (liquor profits franchise) unless preceded by a public hearing, independent fair market valuation, and payment by JobsOhio of at least the determined fair market value
