Creates an Adopt a Trail Program administered by the Division of Parks and Watercraft allowing volunteer groups to maintain and enhance trails on state-owned land through activities including litter collection, spring cleanup, accessibility projects, trail maintenance, and special events

Requires volunteer groups to apply for approval from the chief of the division and enter into a written agreement committing to a minimum two-year participation period

Restricts volunteers to adults 18 and older, with participants 17 and younger required to be accompanied by an adult

Prohibits volunteer activities that would reduce hours or compensation of Department of Natural Resources employees or conflict with collective bargaining agreements

Authorizes recognition signage bearing the volunteer group's name after completing 50 hours of service, and permits the division to provide garbage bags, safety training, and gloves to participants
