Permits students to receive an Educational Choice scholarship or Pilot Project scholarship simultaneously with either an Autism scholarship or Jon Peterson Special Needs scholarship in the same school year, provided the combined amount does not exceed total tuition and service fees.

Students receiving both a state scholarship and Jon Peterson Special Needs scholarship may only use the Jon Peterson funds for special education program fees, not tuition at the provider.

Allows students who previously received an Autism or Jon Peterson Special Needs scholarship but no longer need special education services to become eligible for an Educational Choice scholarship through grade 12 completion.

Appropriates $42 million from the General Revenue Fund for fiscal year 2026 and $42 million for fiscal year 2027 to the Department of Education and Workforce for Foundation Funding.

Amends sections 3310.034, 3310.51, and 3310.52 of the Ohio Revised Code, sponsored by Senator O'Brien with cosponsors Senators Cirino, Schaffer, and Brenner.
