Repeals Ohio Revised Code sections 3313.411, 3313.412, and 3313.413, which currently grant community schools, STEM schools, and college-preparatory boarding schools a right of first refusal when school districts sell real property

Imposes a five-year restriction on resale for properties previously purchased under the right of first refusal, unless sold or transferred to another community school, STEM school, or college-preparatory boarding school governing authority

Removes references to the repealed right of first refusal provisions from Ohio Facilities Construction Commission project agreements and related compliance requirements for school district boards

Maintains existing school district property disposal procedures including public auction with 30 days notice for property exceeding $10,000 in value, and allows direct sales to government entities, universities, chartered nonpublic schools, and community schools
