Expands civil liability for vandalism, rioting, and aggravated rioting to allow victims to sue both offenders and any person or organization that provided material support or resources with intent to perpetuate the offense

Creates a presumption that offenders must personally fix or repair property damage, or pay repair costs, unless they prove by clear and convincing evidence they did not personally cause the damage

Allows recovery of full compensatory damages (including emotional distress), punitive damages, court costs, reasonable expenses, and attorney's fees in civil actions

Prohibits government officials from restricting law enforcement authority to arrest individuals or quell riots/vandalism, and protects employees from retaliation for reporting such restrictions

Parents of minor children (under 18) committing vandalism can be held jointly and severally liable for compensatory damages up to $15,000, plus court costs and attorney's fees
