Creates new expedited appeal process for building code enforcement orders, requiring hearings to commence within 1 business day and be held within 5 business days of request

Allows expedited appeals to be conducted via teleconference, video conference, or other electronic technology

Caps expedited appeal fees at $500 per day the appeal is pending, with a maximum total of $1,000 for the entire expedited process

Permits appellants to request expedited proceedings mid-appeal if the board issues a continuance requiring additional evidence

Authorizes the Board of Building Standards to adopt rules implementing the expedited appeal procedures
