Designates August as "School Bus Safety Awareness Month" in Ohio to increase public awareness about stopping for school buses loading and unloading passengers

Authorizes school districts and other entities operating school buses to install school bus violation detection monitoring systems (cameras) to record drivers who illegally pass stopped school buses

Creates a $300 civil penalty for registered vehicle owners when the driver cannot be identified but camera footage captures a vehicle illegally passing a school bus with its stop arm extended

Establishes a School Bus Safety Fund in the state treasury, funded by $50 of each civil penalty, to provide grants to school districts for purchasing safety features like external cameras, crossing arms, collision avoidance systems, LED lights, and seat belts

Allows vehicle owners to contest violations by identifying the actual driver, proving the vehicle was stolen, or requesting a court hearing within 30 days of receiving a notice of violation
