OH SB63

Prohibits the use of ranked choice voting (RCV) and instant runoff voting in all Ohio elections, except where permitted by Article X or Article XVIII of the Ohio Constitution

Defines ranked choice voting as a method where voters rank candidates by preference, tabulation proceeds in rounds eliminating last-place candidates, and votes transfer to next-ranked choices until a majority winner emerges

Withholds all Local Government Fund distributions from any municipality or chartered county that approves ranked choice voting by resolution or ordinance, with ineligibility lasting from the month after adoption until the month after the measure is rescinded

Requires the Secretary of State to notify the Tax Commissioner when a county or municipality adopts or rescinds ranked choice voting, triggering the withholding or restoration of state funding

Withheld funds are transferred from the Local Government Fund to the state's General Revenue Fund on the tenth day of each month
