Establishes the Nonchartered Educational Savings Account Program beginning in the 2026-2027 school year, administered by the Ohio Treasurer of State with assistance from the Department of Education and Workforce

Creates educational savings accounts for students enrolled in participating nonchartered nonpublic schools (grades K-12) to pay for tuition, fees, textbooks, curriculum materials, and instructional supplies

Scholarship amounts are based on family income: families at or below 450% of federal poverty level receive the full base amount (90% of statewide average base cost per pupil), while higher-income families receive reduced amounts calculated by formula, with a minimum of 10% of base cost

Requires participating students to take a nationally recognized standardized achievement assessment, and parents must maintain expense records and cannot simultaneously enroll students in public schools, community schools, STEM schools, or chartered nonpublic schools

Appropriates $51 million from the General Revenue Fund for fiscal year 2027 to fund the program, and modifies the existing nonchartered nonpublic school tuition tax credit to exclude expenses already paid through scholarship accounts
