Expands the definition of "race" in Ohio law to include traits associated with race, specifically hair texture and protective hairstyles such as braids, locks, and twists

Prohibits public and private primary and secondary schools (including preschools, district schools, community schools, STEM schools, charter schools, and college-preparatory boarding schools) from discriminating against individuals based on race-associated traits in any program or activity

Amends Ohio's civil rights law (Chapter 4112) to extend existing employment, housing, and public accommodation discrimination protections to cover hair texture and protective hairstyles as components of race

Allows individuals who experience hair-based discrimination at schools to bring civil action in any court of competent jurisdiction

Requires community schools, STEM schools, and college-preparatory boarding schools to comply with the new anti-discrimination provision (Section 3313.6612) as part of their statutory obligations
