Creates a voluntary "fair paycheck workplace certificate" program administered by the Ohio Director of Commerce for employers with 2 or more employees who demonstrate less than a 5% difference in average gross compensation between male and female employees

Requires employers seeking certification to submit payroll records showing compensation by gender, employee counts, and pay an application fee set by the director

Initial certificates are valid for 6 months; renewed certificates are valid for 1 year and require a new application and fee payment

Director of Commerce must establish a publicly searchable online database listing all certified employers, their addresses, and certificate status (current or expired)

Individual employee payroll data submitted in applications is confidential and exempt from public records laws, though certification decisions themselves are public records
