Increases the penalty for failing to report a lost or stolen firearm from a fourth-degree misdemeanor to a first-degree misdemeanor under Ohio Revised Code section 2923.20

Changes the mental state requirement from "knowingly" to "recklessly" for the offense of failing to report lost or stolen firearms or dangerous ordnance to law enforcement

Applies to firearms or dangerous ordnance in a person's possession or under their control that must be reported "forthwith" (immediately) when lost or stolen
