Creates the Ohio Health Care Plan to provide universal health care coverage to all Ohio residents and individuals employed in Ohio, administered by a new Ohio Health Care Agency under a 15-member Ohio Health Care Board

Establishes a comprehensive benefits package including inpatient/outpatient care, emergency services, mental health services, prescription drugs, dental care, vision care, hearing care, and home health services with no copayments, deductibles, or point-of-service charges

Divides Ohio into seven geographic regions, each with a regional health advisory committee to elect board members, handle complaints, and provide local oversight of the health care system

Funds the plan through employer payroll taxes (up to 3.85%), business gross receipts taxes (up to 3%), income tax on compensation exceeding the Social Security wage base (6.2%), income tax on adjusted gross income over $200,000 (5%), and federal waivers to capture Medicare, Medicaid, and CHIP funding

Provides up to $60,000 per year for two years in compensation and training for workers displaced by the transition from private insurance, while prohibiting private insurers from selling coverage that duplicates the Ohio Health Care Plan benefits
