Creates a new "Ohio NAACP" specialty license plate in Ohio, with the design logo and words selected by the Ohio conference of units of the NAACP and approved by the registrar of motor vehicles

Requires a $15 contribution per application that goes to the license plate contribution fund, plus a $10 administrative fee deposited to the public safety - highway purposes fund

Directs contributions collected from the plate to the Ohio conference of units of the NAACP to further the mission of the association

Amends Ohio Revised Code section 4501.21 (license plate contribution fund) and enacts new section 4503.589 to establish the plate program

Applies to passenger cars, noncommercial motor vehicles, recreational vehicles, and other vehicle classes approved by the registrar
