Defines "antisemitism" in Ohio law using the International Holocaust Remembrance Alliance's working definition adopted on May 26, 2016

Requires all state agencies, including state universities and retirement systems, to consider this antisemitism definition when investigating or deciding whether discriminatory acts were motivated by antisemitic intent

Expands the ethnic intimidation offense to include riot (Section 2917.02) and aggravated riot (Section 2917.03) when committed because of the victim's race, color, religion, or national origin

Ethnic intimidation convictions result in penalties one degree higher than the underlying offense

Includes a provision stating the antisemitism definition shall not diminish First Amendment rights or conflict with other antidiscrimination laws
