Creates a regulatory relief division within the Common Sense Initiative office to administer a universal regulatory sandbox program allowing businesses to test innovative products and services without obtaining otherwise-required state licenses or authorizations

Establishes an 11-member advisory committee (6 business representatives, 3 state agency representatives, 1 senator, 1 house member) to review applications and make recommendations on sandbox participation

Sandbox participants may demonstrate offerings for up to 5 years, with up to three 12-month extensions available; specific state laws and regulations identified in a written agreement are waived or suspended during the demonstration period

Excludes beer, wine, and motor vehicle industries from the program; prohibits waiving state or local taxes or laws allowing consumers to seek restitution for harm

Requires participants to make disclosures to consumers about the experimental nature of offerings and maintain quarterly reporting to the regulatory relief division; the division may remove participants at any time for violations or consumer harm
