Registrar of motor vehicles required to use competitive selection process to contract with a private vendor to design and market specialty license plates, with the program beginning nine months after the bill's effective date

Contracts limited to two-year terms with possible two-year extensions; registrar retains responsibility for issuing plates, validation stickers, and collecting taxes and fees

Controlling Board given final authority to approve or disapprove all specialty license plate designs created under the program, either individually or in groups

Creates the public safety license plate contract fund in the state treasury to compensate the vendor, funded by fees collected at registration; additional contributions from the program directed to the drug law enforcement fund for drug task force grants

Vehicle owners may select custom letter/number combinations and design features on vendor-created specialty plates, subject to registrar approval and public safety requirements
