Expands the Public Utilities Commission nominating council from 12 to 14 members by adding legislative minority leader appointees and requiring certain members be active in consumer protection organizations

Requires at least one PUCO commissioner be a "bona fide consumer representative" selected from three nominees submitted by the Office of the Consumers' Counsel

Prohibits future commissioners from having current or prior employment, business relationships, or connections with any entity regulated by PUCO (including parent companies, affiliates, or subsidiaries)

Mandates all commissioner applicant interviews be conducted in public meetings, bans executive session interviews, and requires the PUCO website to post council member bios, meeting videos, applicant information, and public comment opportunities

Removes the chairperson of the state board of registration for professional engineers and surveyors from the nominating council and imposes a two-year term limit on appointed council members
