Urges Congress to dismantle the U.S. Department of Education and return education authority to the states, citing constitutional principles of federalism and concerns about stagnant student achievement despite increased federal spending

Calls for establishing a state task force involving the Governor's office, Department of Education and Workforce, Attorney General, and General Assembly to create a comprehensive plan for Ohio to assume full responsibility for federal education programs including Title I funds, special education, and civil rights

Directs the Ohio Department of Education and Workforce to inventory all federal education programs and grants administered by the state, including funding amounts, statutory authority, and reporting requirements

Requests the Attorney General review all state statutes and regulations that reference federal education laws to identify which federal mandates Ohio could decline to administer

Expresses intent to cooperate with other states on joint waiver requests and coordinated negotiations with the federal government to accelerate the transfer of education authority back to states
