Adopts the Legislative Code of Ethics for the 136th Ohio General Assembly, covering all members and employees of both chambers, legislative agency employees, and candidates for the 137th General Assembly

Requires members and employees to file financial disclosure statements with the Office of the Legislative Inspector General, including disclosure of gifts exceeding $75 from any source or $25 from legislative agents per calendar year

Prohibits members and employees from accepting travel/lodging expenses from legislative agents (with limited exceptions), cash gifts of any amount, or meals exceeding $75 annually from legislative agents

Establishes the Joint Legislative Ethics Committee's authority to receive complaints, conduct investigations, hold hearings, and recommend sanctions including reprimand, censure, expulsion, or fines up to $1,000 for certain violations

Bars members from voting on legislation being actively advocated by any legislative agent or employer for whom they serve as an employee or business associate
