Urges Congress to pass H.R. 971, the Reducing Accidents in Locomotives (RAIL) Act, in response to the 2023 East Palestine, Ohio train derailment that contaminated air, soil, and water with toxic chemicals

More than 4,000 trains have derailed in the United States since 2020, affecting over 12,000 communities with rail tracks running through their boundaries

The RAIL Act would increase train inspections, strengthen safety placard requirements to help emergency responders identify hazardous materials, and increase maximum penalties for rail safety violations

Requires minimum two-person crews for all Class I freight and passenger trains

Directs the Secretary of Transportation to create new rail safety regulations based on National Transportation Safety Board and Federal Railroad Administration investigation findings
