Ohio applies to Congress under Article V of the U.S. Constitution to call a Convention of the States limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and Members of Congress

The application remains in effect until at least two-thirds of state legislatures (34 states) submit applications on the same subject, triggering Congress's duty to call the convention

Congress's role is limited to setting a reasonable time and place for the initial meeting; Congress cannot set convention rules, determine delegate numbers, or name delegates—that power belongs exclusively to state legislatures

Amendments to the Bill of Rights are expressly prohibited from consideration, and the application becomes void if any attempt is made to alter Bill of Rights provisions

Ohio recommends ratification of any proposed amendments occur through state legislatures rather than special ratification conventions, and reserves the right to instruct or recall its delegates at any time
