Adopts the operating rules for the Ohio Senate for the 136th General Assembly (2025-2026), covering session scheduling, duties of the President and presiding officers, order of business, and quorum requirements.

Establishes committee procedures including appointment of members and chairs by the Senate President, two-day notice requirement for bill hearings, majority vote requirements for committee actions, and subpoena authority when authorized by the President.

Sets bill processing requirements including typewritten submission in quadruplicate, Legislative Service Commission approval for form, three considerations before passage, and mandatory public hearings for bills referred by April 1 of even-numbered years.

Governs floor debate and voting procedures including alphabetical roll call votes, limits of two amendments plus one omnibus amendment per senator on most bills (five plus one omnibus for appropriation bills), and 90-minute deadline for filing floor amendments before voting sessions.

Regulates chamber access and privileges, prohibiting food, beverages, mobile phones during sessions, posters and signs, and spectator demonstrations, while establishing credentialing requirements for press and broadcast media representatives.
