Recognizes the Kingdom of Bhutan as responsible for the oppression and forced displacement of more than 120,000 Nepali-speaking Bhutanese citizens, Sharchops, and other minorities during the late 1980s and 1990s

Urges U.S. Congress to request Bhutan release 32 identified political prisoners currently held in indefinite incarceration, with reparations and restitution

Calls for restoration of citizenship for those whose citizenship was arbitrarily revoked and facilitation of voluntary repatriation for 6,500 refugees remaining in Nepal camps

Requests establishment of an independent truth commission to investigate human rights violations committed during the 1990s and implement recommendations to prevent future oppression

Acknowledges over 55,000 Bhutanese Americans reside in Ohio and directs copies of the resolution be sent to the President, Secretary of State, and Ohio Congressional delegation
