Amends Section 3, Chapter 121, O.S.L. 2003 to extend the sunset date of the Oklahoma Partnership for School Readiness Board from July 1, 2009 to July 1, 2013

Board consists of 15 private sector representatives (including 2 parents of children 8 years or younger and 1 child care provider representative) appointed by the Governor, plus 14 public sector representatives from state agencies and educational institutions

Governor-appointed members serve four-year terms; initially, eight members serve two-year terms and seven serve four-year terms beginning September 1, 2003

Board members receive no compensation but are reimbursed for travel expenses according to the State Travel Reimbursement Act

Board is exempt from dual-office-holding provisions and must elect a chair, vice-chair, and other officers with a quorum consisting of a majority of members
