Re-creates the State Board of Cosmetology to continue until July 1, 2013, in accordance with Oklahoma Sunset Law, composed of nine members appointed by the Governor.

Board membership composition: one member from each congressional district plus additional at-large members; six cosmetology practitioners with at least 5 years' experience, one lay person, one private cosmetology school administrator, and one public school cosmetology administrator.

Board members must be Oklahoma citizens at least 25 years old and high school graduates; cosmetology members must remain actively engaged in the profession during their service.

Board terms are four years ending June 30; five members constitute a quorum; Governor may remove members at discretion and fill vacancies for the unexpired portion of terms.

Board shall meet on the second Monday of January, March, May, July, September, and November, and at other times as deemed advisable; members receive reimbursement for actual and necessary travel expenses.
