Re-creates the State Board of Examiners of Psychologists, which administers the Psychologists Licensing Act, with a termination date of July 1, 2013 under Oklahoma's Sunset Law.

Board composition consists of 7 members appointed by the Governor: 5 psychologists from various practice areas and 2 lay persons.

Psychologist board members are selected from a list of 10 licensed psychologists provided by the Oklahoma State Psychological Association.

Board members serve 4-year terms and remain in office until a successor is appointed and qualified.

Amendments change the original sunset date from July 1, 2009 to July 1, 2013.
