OK HB1017

Amends 82 O.S. 2001, Section 1461 to re-create the Scenic Rivers Commission for the Illinois River, Flint Creek, and portions of Barren Fork Creek within Adair, Cherokee, and Delaware Counties.

Extends the Commission's termination date from July 1, 2009 to July 1, 2013 under the Oklahoma Sunset Law.

Establishes Commission membership of 7-15 members including Governor-appointed representatives, legislative appointees, and elected members from designated scenic river areas.

Grants the Commission authority to establish planning standards, promulgate rules, manage public access points, hire an administrator and commissioned peace officers, and enforce compliance with the Scenic Rivers Act.

Allows the Commission to accept property donations, enter contracts, review local government actions for compliance with scenic river standards, and bring legal actions to enforce the Act's provisions.
