Adds the International Code Council building code to the list of nationally recognized building codes that Oklahoma municipalities may adopt and enforce

Updates state fire marshal provisions to reference the "International Building Code" instead of the outdated "Building Officials and Code Administrators (BOCA) National Building Code"

Municipalities and subdivisions may still adopt renovation codes for existing buildings or other recognized national building codes as alternatives to the state-adopted code

Local governments retain authority to enact and enforce higher standards than state requirements and to amend adopted codes for local conditions
