Establishes the Oklahoma Medical Loan Repayment Program to be administered by the Physician Manpower Training Commission, providing loan repayment assistance to primary care physicians in family medicine, geriatrics, internal medicine, pediatrics, obstetrics/gynecology, or emergency medicine.

Provides educational loan repayment of up to $25,000 per year for five years to up to six Oklahoma-licensed primary care physicians annually who agree to establish practices in Commission-approved communities.

Requires participating physicians to provide medical care and services to Medicaid recipients in designated need areas for a minimum of two consecutive years; physicians who fail to fulfill this obligation must repay all loan assistance plus interest.

Allows the Commission to extend awards for an additional three years after reviewing physician performance at the conclusion of an initial two-year period, with preference given to graduates of Oklahoma State University College of Osteopathic Medicine and University of Oklahoma College of Medicine.

Requires the Commission to submit annual reports to the Governor and Legislature detailing program progress and operations, with the act effective November 1, 2010.
